Financial Education and Public Policies: Addressing debt and promoting citizenship.

This study aims to analyze the role of public policies in addressing indebtedness and to discuss the importance of Financial Education as a tool for promoting financial citizenship. The research was motivated by a real case study, which highlighted the vulnerability of individuals excluded from the formal financial system. The theoretical framework is based on the concept of financial literacy as a competence, encompassing knowledge, skills, and attitudes, from a critical and emancipatory perspective. Methodologically, this is a qualitative, exploratory, and analytical study that examines public programs aimed at debt renegotiation, such as Desenrola Brasil and the Program for Supporting Over-Indebted Consumers (PAS), as well as financial education initiatives promoted by public institutions. The results indicate that these programs have been effective in promoting financial inclusion and consumer protection, as evidenced by the high number of renegotiations and the reduction in default rates. However, a significant gap is identified regarding the integration of Financial Education as a mandatory component of these policies. It is concluded that the absence of actions aimed at developing financial literacy may compromise individuals’ autonomy and encourage recurring indebtedness, highlighting the need for greater articulation between credit policies and educational actions.
