“Multidimensional Poverty” Indicator and Its application to small municipalities in Bahia

This article analyses multidimensional poverty in the municipalities of Bahia in the 2000s and 2010s, based on the Basic Needs Approach and the Capacity Building Approach. The objective is to elaborate and apply the multidimensional poverty indicator proposed by Alkire and Foster (2007), and adapted by Alkire and Santos (2010), to the Bahia’s reality, especially to municipalities with up to 20 thousand inhabitants. The text is based on the understanding that poverty indicators and their respective delimitations are based on theoretical assumptions related to the concept of social well-being. Initially, it presents some considerations about the study of poverty, highlighting the direction towards multidimensionality, and the main contributions of the Basic Needs and Capability approaches to poverty analyses. Then, it calculates the Alkire-Foster Index (IAF) for the municipalities in Bahia, highlighting the adequacy of this index for these municipalities, as well as the microdata from the 2000 and 2010 Demographic Censuses. The results of the application of the IAF demonstrate multidimensional poverty reduction between the selected years and attest that poverty was greater in small municipalities, which concentrated almost 1/3 of the state's poor in 2010.
