This article aims to provide an analysis from the risk management approach, the actions and decisions taken, and to give a technical vision of the future that is not expected in relation to the management of the pandemic, including the description of social behavior in the face of certain stable restrictions in the country. The pandemic caused by the SARS-COV2 virus exhibits numerous existing social inequalities, a failed and neglected health system, mainly in developing countries, as is the case of most Latin American countries. Ecuador was one of the first countries in Latin America to be affected by the Virus brought by Ecuadorian migrants from Spain and Italy, oppressed by the contagion of Covid-19.
