A portrait of autism in Brazil: have we advanced in public policies?

This article critically analyzes the advances and limitations of Brazilian public policies aimed at the inclusion of autistic individuals, through a problematization of the various designations and representations imposed on this population. Based on Foucauldian theorization of normalization, it is shown how educational and health policies, since 1994, have contributed to the production of a discursive field that simultaneously pathologizes and silences autism, configuring a scenario of educational in/exclusion. The documentary analysis of 32 official regulations reveals a historical adherence of education to medical classifications, reiterating autism as a deviation and reinforcing corrective practices to the detriment of emancipatory pedagogical approaches. It is concluded that, although there are legal advances, such as the institutionalization of the term Autism Spectrum Disorder (ASD), ambiguities and silence persist, undermining the effective implementation of a full and ethical educational inclusion.
